Between 1996 – 1999, a concerted effort was made in collaboration with the Singapore Professional Centre to present a Paper to the authorities to create some standards for the Recognition and Licensing of Professional Counsellors in Singapore.

The Paper was presented to MCD (now known as MCYS) in 1999 but was rejected as the counsellor fraternity was too small to be considered for Licensing.

In 1999, Constitutional amendments related to training benchmarks for membership were approved by the Registry of Singapore and implemented for new membership applications.

Subsequently, SAC Code of Ethics were passed through at its Extraordinary General Meeting.
